Hello biking friends,
For a 58cm Fierte IT the table on Serotta's website says that the top tube is 56.5. Is that the effective top tube length - I assume it is? Also, what rake fork is recommended for such a frame?

Yes, most of the time listing an actual TT on a sloper is useless and my guess is with such a large frame Serotta defaults to a 43 mm rake fork.

Yes; that's the effective length of the top tube.
With that 73 degree head angle, you could use any of the common fork rakes on the market; 45, 43, or 40mm. In your case, I would recommend the 43 first because it's the "between" rake that many manufacturers spec, therefore it will be widely available and you'll have more brand choices. If you don't have a lot of riding experience or don't care for fast handling bikes-and fast is not necessarily better- then I'd say choose the 40mm rake as it will calm the steering down a bit.
In the end, you won't go wrong with any of the three.
