I suspect that this is identical to the Mercier Kilo TT. Same tubing and eyelets and the geometry specs are linked to the Mercier site.

that dog would likely hunt quite well. one thing about riding fixed is you don't ever get the bike anywhere near it's cornering limits for fear of pedal strikes. if it rides straight down the road and doesn't feel like a jackhammer, that's about all you need. no decals with fender mounts - nice. if my 28 year old frame broke tomorrow, it would be a contender.
