McQuaid continued, "Several tests have been done on all riders since the biological passport was set up. For these 23 riders, we found results which deviated from the normal results. That does not mean that they are suspicious. It is possible that there is a natural cause. That is why we have the biological passport, so that such things can be cleared up."

Then why bring it up in the press until you know for sure? This just feeds the hysteria, which IMHO hurts cycling just as much as the actual dopers.

This is the same thing they've done repeatedly. They go off half-cocked and heap suspicion on riders. Their lab near Paris can't seem to do any analysis without the results being leaked. Agreed that they detract seriously from their own credibility with all this stuff, but they clearly don't seem to care at UCI because they aren't really accountable to anyone. If they ruin a rider's career with unjustified leaked accusations, what do they care? They don't, and that's the problem.
