Geeeze looks like a solution for a problem that never existed.
Maybe not existing here, but in Europe and apparently Japan, they value the bicycle enough that they create ways to make it easier to use them. If you could see how many bikes are parked at train stations because their owners rode there to catch the train to go to work. In many places where I traveled, there are huge sheds just to keep hundreds and hundreds of bikes under cover during inclement weather. The public transportation infrastructure in Europe is very extensive and is far cheaper, easier and convenient to use than an automobile for everyday use.

Land in Japan is so precious that parking lots as we know them are very uncommon. It's cheaper and better use to build up rather than out.
