The commuter gets the waterbottle tool kit. <1 hr each way so only 1 bottle needed.

The weekend bike gets a little saddle bag. It usually does 80+ km rides so I need 2 bottles.

i use a cutoff water bottle to carry an extra foldable tire. my saddle bag carries two tubes so i feel pretty confident that i have the flat issue covered particularly on long ride far away from home. to date i do not carry any tools other than two plastic tire irons. i guess i am pretty fortunate to never have had a mechanical problem in over 40 years of riding. knock on wood! one water bottle seems adequate for me. several places along my various routes to refill albeit not filtered water.

The only tool on my bike is the guy riding it.

if you don't want to use a plastic bottle but like the low center of gravity of a water bottle cage tool kit, get one of these:
