Does anyone understand what soaking the tire is supposed to do? Make it easier to go on the stretching rim?

yes I think he was alluding to wet cotton being easier to stretch then dry.
Again I am simply thinking about the science of the cotton material. I have NO experience in actually doing this.

This makes running tubies look like a ton of work...
Removing all old glue completely is not absolutely necessary, as long as it is hard, not all heaped up and chunky, and firmly stuck down---at least that's what I've heard... but then again I don't race or corner hard, at low angles.
And long, long descents...not in the upper Midwest  .

I am assuming the wetting of the cotton is similar to the Jeans stretcher (http://jeanstretcher.com/) effect.

To the experts in the audience, are these videos missing anything or overstating anything?
