I think it's a good idea. It's like shifting mean grades down from an A- to a C.

It pertains only to sellers leaving negative feedback about buyers. Its supposed to prevent sellers holding buyers as a feedback "hostage" by not leaving buyer feedback until the buyer has left feedback for the seller. If the seller had something neutral or negative the seller would retaliate in kind. Basically, IMO, a good idea but as with everything, someone will figure out a way to get around it.
