New build and need a BB (111 cm). Can buy a Veloce for under $30. How would it perform?

I think twice as much would qualify as "much more". I haven't seen those Centaur BB going for less than about $55-60 and the AC-H BB go for $20-$25. Other than the AC-H being boat anchor heavy, I think it is a fine BB.

Edited..On second thought... I would go for the Centaur. The main reason being the greater ease of installation (using the same cassette tool). The hex tool required to install an AC-H lends to chipping the BB shell... it is a real PITA and a VERY poor design to transfer torque.

The other problem with the Veloce BB is that it's difficult to torque correctly. I think somebody once made a tool that would somehow fit into a torque wrench, but I've never seen one in the flesh.

I had a Veloce BB on an Italian thread bike. On the first ride it started to loosen, so I screwed it down tighter, and when I tried to remove it the following year, it didn't want to budge. The notches on the bb started to deform before it finally started to unscrew.

To me, the choice is a no-brainer.
