nobody uses pedal straps in the tour, that's just a slip of the tounge
by an old school reporter.

But.....

Some local track racers aroun here still use 'em, in fact they use
Double toe straps...

One thing I find interesting is that there are track pedals that are both "clipless" and with straps.
