what length from drop-outs to crown should a fork be that needs to clear 28c tyres and fenders?

Sorry can't help too much. I make forks so I don't know the dimensions of that crown. Generally you will want a minimum brake reach of 48mm given a true 28mm tire and fenders. That's a really tight fit with metal fenders. Okay with plastic fenders. If steel fenders are required then a brake reach of 52-55mm is ideal with a true 28mm tire. With that brake reach you need a standard reach caliper rather than short reach. Unless of course you're not using caliper brakes.

I really have no clue about what you just said, but I'm sucking it up and going with those long (standard) reach ultegras.

will the gods hate me for running a bike all campy with ultegra brakes?

For honjos or Berthoud I'd again recommend standard reach brakes so the fork should be around 378mm. That's measured from the axle to the crown race on an angle like the way forks were always measured before the advent of mountain bike suspension forks.

Since it's a custom length, I don't recommend sticking one in a frame not built for that length.

Agreed. I was assuming they were starting from scratch. Otherwise, besides altering the original geometry one would most likely have unequal clearances front and rear. Yuck and dumb!

Steve, I was just showing a bike with Campagnolo components and Shimano brakes.

Brembo does make brakes in different sizes and for vehicles with fenders that get driven in the rain though.

No, it's because - as Curt points out - there are two ways to show the length of a fork. In elevation and from axle to crown.

The difference here is 3mm which is...the subject of another thread.
