This is how I understand it...:
If I were trekking through the Peruvian Andes when out of blue a bunch of Norwegian tourists saw me, stopped on a dime, pulled out a photo of Monica Bellucci, pointed at it, pointed at me, and said, "Gets it!!"...
...well, that would explain it and, besides, I would die a happy man.
Substitute Detroit/Windsor for Peru and drunk Quebecers for Japanese tourists and the definition still obtains, despite the more depressing surroundings.
