Was out riding my refurbed vintage Serotta today when the rear wheel slid forward in the dropout. Tire rubbed a few revolutions against the chainstay and now there is a nice section that has rubbed throough the paint and primer. Should I just get some touch up paint and cover or do I need to primer it first? I'm guessing I should sand it down a bit when the paint arrives to ensure there is not oxidation prior to applying the paint? Any suggestions will be appreciated.
Old Campy dropouts look cool, but this never happens with my modern bike.

Rubbin's racin' ;)

Light sanding, clean it with goof off and seal it with touchup or nail polish.
