Moving cleat plate

I've acquired a very comfortable pair of Sidi Forest shoes for riding around town with spd cleats. The only problem is that the plates for attaching the cleats move all around. How can I fix this?

I was thinking of using prodigious amounts of Gorilla Glue and then trying to screw the cleats down from the top through the insole board, as well as from the bottom.

Any better ideas?

Pop rivet. Serious. Good set of brad point drills and stainless steel rivet. Measure twice.
