Can you recommend a step-through all-purpose bicycle?

My father in law and mother in law are looking for bicycles that are easier to mount and dismount than their old hybrid bikes.

priorities:
1. for petite riders (5' and 5'5")
2. comfortable for casual and unhurried cycling
3. can take a rear rack for panniers or a grocery bag
4. inexpensive: under $1000 & not used

The bikes don't need to be hip or amazing. These would be for people who occasionally ride level bicycle paths intermittently during pleasant-weather months. Their current 30 y.o. Trek hybrid bikes are "just fine" except for being difficult to throw a leg over.

Yep....nice bikes. My wife has one.....I also cruise around the neighborhood on it (occasionally).

If there is any utility from having the bikes be somewhat portable, almost any folding bike is a step-through. I have a 50+ year old Raleigh 20 on which I taught people who had never learned to ride a bike how to ride.

I think Lemond was teasing a step through bike through some social media ads. To be launched this month I believe.

I adore my Townie. My wife loves hers. I've sold a ton of them. Simple, comfortable, and super fun.

It really is an innovation that people over look.
