So I got these for my neighbor two years ago then this happened the other day. I wonder if it's under warranty still? Kinda surprised this happened with such a solid wheel. Purchased from WiggleUk, would I go through Campy USA?

You do need to do warranty stuff through a dealer since Campy USA isn’t really set up to deal directly with consumers.

If you have proof of purchase, maybe, call this gent or email him and ask. Lots of stuff coming from Wiggle(and others) are 'alternative distribution channels' and they may not be warrantied but ask..I really doubt it tho.
