I have several Ritchey aluminum seatposts that are physically in great shape, but could use a cosmetic refinishing. Any suggestions for how to refinish the matte black coating?

Well thats for plastic, who knows if will work in black anodizing. Googling....

Take a look at Birchwood Casey's Aluminum Black

It's like cold-bluing steel, but with different chemicals. I've used both of their Aluminum Black and Perma Blue and had good results.

Would perma blue work well on a steel steerer? I’m using a stem with cutouts on the clamp and it leaves the steel exposed.

Yes, I think it would work just fine. Does not add to the OD and reasonably scuff/scratch resistant so should have no problems unless stem is silly-tight fit.

I've got an aluminum steerer and a stem coming thats got a large gap to expose it, but don't need to refinish the entire steerer since spacers will cover up the rest.
