Minneapolis protester friend needs front wheel replaced

One of my good friend's daughter has been in the Minneapolis protests each night (she lives 8 blocks from the murder scene) and last night had her front wheel stolen. Looking for someone in the area who has a spare old wheel they might donate to her. I think the bike might have 27" wheels, not 700C - trying to get clear on that asap. Probably OK if the wheel/tire is either really.

Bike is an OLD Peugeot so I think it really does have 27 inch wheels rather than 700c
