Cane Creek S8 headset installation question

I got a NOS S8 HS.
It came with 2 of those washers seen below between the compression ring and the top cover on the right.
Any idea when/whether to use one, both...?
Tried to find instructions for the S8 online but no luck.

Does it sit on the top last before the stem makes contact like the plastic one on a KING? I only have a CC 110 here and it doesn't have one. At least not where I am thinking. Not sure I am being clear or not.

I have a PDF of the Cane Creek S8 instructions. I have used that headset on a few bikes over the years. PM me an email and I'll send it to you.

I actually think you only need one but they sent you the wrong type. I believe it should have rubber on a portion of the washer (https://www.hibike.com/cane-creek-s-shim-seal-washer-pe6ec41c8cf1eee639b44c0ab298b41d2#var_34240626).
