CK Drop Set Headset adjustment

Just picked up a Lynskey GR Pro and needed to adjust the stem. I rode it a little and it was fine but after taking the stem off the headset doesn’t seem to settle in well? Like it looks a little raised and can push down but it pops back up. Like maybe a mm or 2 but it’s making the fork move around when I move it

Any recommendations before I just take it to the shop?

Those headsets have like a cone split ring (seen some w/o the split in metal and plastic), probably that piece is off and thats the problem you are having.
