looking for a set of bullhorn bars with the following

31.8 clamp
Flat or near flat, no drop
44cm wide
Clamp area for mtb shifter or cross top lever

Buy an aero fsa or a zip and cut it.

Yes, thats how the bull horns originally were, regular cut handlebar. Just measure twice and cut once :P

Any advice on what to use as a guide? Seems janky to cut freehand. I have a steerer cutting guide but wouldn't fit flush in that bend

also, I assume interior bore would fit bar end brake levers?

I wrap multiple turns of masking tape to build up a little thickness; wrap both sides and then you can eyeball it to see if you doing what you really want to do. (Wrap the side of the cut you want to keep on the bar; if you wander a little way from the tape you can clean that up with the fileing.)
Then carefully free hand it with a hacksaw. Clean up the ends with a file.

Two steel hose clamps. You can clean up with a Dremel, but personally I'd use a fine bastard file followed by a foam sanding block.

I have them on my TT bike. They're crazy stiff, no rise (or drop) at the bar ends. The bars in the link are 42, as are the ones I have, but I think they come in 44. Not 100% sure there's room and clearance for MTB shifters, but since I assume you wouldn't be using aero bars, me thinks there should be...but maybe I'm wrong about everything.
