What are the good options for slightly undersized or true 28mm clincher tires with decent rolling and puncture resistance? These will go onto 21mm internal width rims and need to stay within 28mm after inflated at <=80psi due to clearance, hence the question.

I've tried Conti 5000 but they expand to 29.3mm. I could opt for an oversized 25mm clincher but wonder if any difference between that and a marked 28mm tire?

I have Hutchinson Fusion 5 (700 X 25) on 20 mm rims. Once inflated to 78-80 psi they measure 28.1 mm.

Conti All Seasons not big like GP4/5k, and I have had better flat resistance with those than Gator varieties which also are not fatter like the race tires are [fav thing about them for me. ;)

A lot of the Michelin 25s run big like that too, The Pro tires.

I think Hutchinsons are closer to size/lable too.

My Ultremo ZX tires measure 28mm on a 20mm rim

Yep I run the Conti all seasons in that size......they look much smaller than my other tires from different brands in that size.
Not the exquisite road feel of a Compass tire but a good combination of ride quality and durability.

25mm gp4k on 17mm internal width rims seems to be to close to 28mm

Veloflex run pretty true to size.
Same with the Pirelli P Zero 4S.

Conti GP5000's run true to size on 17mm internal width rims. Best bet for OP might be GP4000 25mm, they will be about 28mm on the 20mm internal, they run large.

Most current 25's?
Serious- Many tires labeled as 700x25 are 700x28. Like Conti GP 4000.

Thanks all the suggestions. Seems like 25mm would be the easiest solution. Just curious, when these 25mm get stretched out to 27-28mm, do they suffer more punctures/cuts than when they run true or stretched less? Or are they spec'ed/designed to run 27-28mm originally?

May look into Veloflex. At least one review at https://www.bicyclerollingresistance.com/ suggests they run true for 25mm. Do they stretch out after use?

veloflex run true to maybe even a bit undersized on that size rim

If you're interested in a good industry explanation of why nominal versus actual width varies so widely, here's a great Velonews article (https://www.velonews.com/gear/technical-faq-why-are-labeled-tire-sizes-inconsistent/) that will not help clarify things at all.

Not in my experience. I have used them for many years and put them on many a build. They've been a wonderful tire ride wise. BUT, they are not as durable. I rotate mine like every 300 miles. I've had them last much longer doing that.

Panaracer Gravel King 28s measure a true 28mm on an 18mm (internal) rim (Velocity A23). Continental Grand Prix 4000S II 25s measure 28.2mm on a 19mm (internal) rim (Kinlin XR26T). In both cases, the tire pressures were 80 PSI.

Michelin Pro 4s in 25c measure out to 26-27mm. They're nice tires. I run the endurance version with a little more rubber on the rear wheel and the service course version on the front. They're not as flat proof or long wearing as Conti 4 season but the ride and corner traction is much nicer. I don't know about newer Michelins as I'm still working through a big stockpile when they were closing out because I like them a lot, I got tired of experimenting with tires, I have a few models for different purposes that work for me and I tend to stick with them.

+1

In my experience Conti GP4000 28mm are huge, like 31mm or so, and tall too. GP4000 25 mm run 27-28mm. GP5000 28mm and 25mm are close to listed size.

I have four new Conti GP5000 25c clinchers that I'll sell at a very reasonable cost if you are interested. Great tires, I just got the wrong size.
