Cool bike rack

I was walking my dog this morning and came across this cool bike rack. Funny thing is I've walked past by it a zillion times and never even realized that this rack is there.

It is cool but hope it's in a safe spot. Ever cut a frame in half with a sawzall? Takes about 3 seconds...
