Looks like a stolen account. The power seller is listed as a solar company. He is asking to be contacted outside of EBAY. Willing to bet if you do the EBAY "Contact the Seller" you will get the real account holder. If you email the fraud, he will accept your offer immediately and look for payment outside of EBAY--caveat emptor.
