There’s a power+ frameset that’s caught my eye on the ‘bay, however the listed top tube lengths seem relatively short for an “XL” sized frame. Does anyone here know if the TT length listed is effective, or actual?
Thanks!

The power+ geo chart is absurdly sparse but the XL 57cm measurement is actual TT length, not effective.

Given those numbers the ETT if probably more in the 58-58.5cm range.
More detailed chart here shows the geo a bit better.

What size are you looking for?

If you can trust the seller to measure it, then a horizontal tt length would be known.
I would never buy a frame without such accurate information known.

This being Ebay, unless they confirm the TT length in writing through Ebay communications, you might be left with no recourse in terms or returning a wrongly-described item.

And if Battaglin actually doesn't list the dimensions you need, then I wouldn't buy this brand of frame period. But surely the info is available somewhere(?).
