if not, is there a way for me to tell if my older A23 rims will work with tubeless tires and sealant?

They were not always tubeless compatible, although I am sure some have made the original "non-tubeless" ones work as well.
This shows the 2 different rim beds for Australian vs. USA made:

The USA made ones are considered tubeless ready as I understand it.
Look for the more pronounced center channel per picture.

On a related topic - I have one of the "less wide" i.e. before "plus" sizing - Hed Ardennes wheels.
a) It is tubeless compatible?
b) Panaracer 28c seem to fit fine - would like to try 32c - too "lightbulb-y"?

My understanding is that the original 23mm rims were not tubeless compatible and that it was introduced as such on the plus rims.
32c will be just fine on a 23mm external rim.
People have been running fat road tires on Open Pros for years and years so it is not as big of a deal as is often made, IMHO.
