Does this spacer belong between the 3rd and 4th largest cogs on this 11-28 cassette?

Assemble the cassette stack and see if the spacing is equal among all the cogs. Suspect that spacer goes underneath/behind the largest cog on the hub.

Cmg is correct. There are black thicker spacers that say 10s on them that go cog to cog starting with the smallest to second smallest. The thin silver one is the very first thing to install on your hub before putting on the largest sprocket.

Also, just in case, the thin silver spacer should be 1mm thick for installation on a 10-speed free hub. If this cassette is going on an 11-speed free hub, use a 1.85mm spacer instead.
