Mounted a fresh one last year. 21mm ID rims. Ballooned out to 31 to 32mm wide. Didn't measure the height.

Same here. 21mm ID, 26mm outer. Measured 31.5-32mm

I assume the OP is referring to GP 4-Seasons, are you sure you guys aren't referring to the 4000S? My 28mm GP4S are significantly smaller than a 28mm 4000s. Although a couple years old, they still measure something on the order of ~27mm wide and ~25 tall (from memory) on HED Belgiums. I will verify tonight.
