Are there any strap on style water bottle cages that are not total junk?
This is a simple commuter but I would not mind some water :eek:

Get rid of the velcro strap and use two zip ties.
King USB x 2 is another option.

the problem with the strap on cages is that a full water bottle can weigh more than a pound and it can rotate around the frame tube when you whip around a corner...you might try one of those handlebar pouches.

I've had the Twofish for a while now. I was concerned about movement when I first got it but it's solid. No movement whatsoever. I use the velcro strap that came with it.

I have found there are still some cages that are made the same way as vintage cages, i.e. you can use hose clamps to put them on.

I sense a disconnect between the thread title and your question. I take it you don't actually have the ability to mount a typical cage?
You didn't say anything about your bike, but perhaps using rivnuts (http://www.rivet-nut.com/about-rivnut.html) to provide mounting points would work.
