I put those (or similar ones) on my wife's commuter years ago in an effort to light her up like a Christmas tree. Simply reflective painted slotted PVC tube. They're legit. I've got a video somewhere of her arriving home after dark, yup Christmas tree. Plus, since they are cylinders you get much better reflection that tire sidewalls at angles other than directly to the side of the bike.

Schwalbe Marathon Reflex tires have a reflective white stripe.

Had the Mararthons but sold them. They were on a 700C bike.
My commuter is 26" and I ride the Schwalbe Kojaks as they are bulletproof. I thought they added a reflective sidewall recently but I guess not.

It's debatable how effective reflective sidewalls will be, the light has to hit them just right. I guess every little bit helps.

Better to turn yourself into a Christmas tree IMO, you're only going to get quick glances from motorists. Lights and bright clothing get way more attention.
