I guess the biggest clue are the diamonds engraved on the flat crown.

That and the big vents in the BB shell. Looks nicely built. Great geo for me, you'd better move fast.

Possibly an early Diamant. Their fork crowns often have a "D" on them.

when I see bb cutouts like that, my first thought is it wasn't done by the builder. But sometimes it was.

BB shell looks pretty well machined to me. Definitely not an amateur job.

I had a 70s Viner frame with the same diamond lugs, scalloped seat stays, cut bb shell, and campy dropouts. Decals were transfers on top of the paint, and flaked right off. I'm guessing there were sold with a variety of brand names.
