Pictured with a 74cm saddle height which puts center of rails right about 71cm. The clamp can go ~2cm lower or ~15mm higher. So I'd say the total range at 69 - 72.5cm from BB to center of rails

I run an arione, and my saddle height from c BB to top of saddle is 76.2

Yeah, you'd definitely hit that with this Ritchey topper. The stack on my saddle is only 3cm and I can hit a 76cm saddle height.

Does tire clearance in the rear have room for 28s?
Since it was custom for you, what is your weight, and how stiff/or compliant did you ask the frame to be?

Yes, the front and rear have room for 28s.
The frame was not custom for me. That said, I'm 165 lb, more puncheur than anything, and the bike feels super well balanced to me - which is why it beat the Dogma. Out of the saddle, it climbs as well as about anything I've ridden and seated it's top 3 most compliant bikes I've ridden.
If I had to bet, I'd lay a hefty wager this was built for someone quite a bit heavier than me considering the original fit proportions. I don't really subscribe to the logic that custom for weight and riding style will make for drastically different ride characteristics - I think it's down to the material. This bike substantiates that theory for me. Titanium is a wonderful material and that's pretty much the story of the bike :)
