The Mavic Speedcity rims are 19mm wide (external) and supposedly 13mm internal.
They recommend a max tire width of 32mm.

Has anyone used a wider tire on this wide of a rim?

Wondering how far I can push it for a gravel tires.

I have a set of Clement Xplors 40mm on some old Open Pros which I believe are like 15mm internal width... no issues. But they are PLUMP

Mtb rims of the same width run tires over 50mm.

I ran Panaracer Gravel King SKs (35mm width) on Open Pros with no problems.

W/o testing is hard to know.

This. All you need to do is think back to Bontrager's rolled down MA40s and the 1.95-2.1s that people ran on them.

MBingo. I still have a pair of Bontrager MA2s, they worked great with fat tires.

I raced XC with 700x45c tires on Mavic MA40 rims with no problems, but bulging sidewalls of wide tires on narrow rims can make for an interesting time trying to adjust brake pads.
And I used 2" tires (with Shraeder valves no less) on the i13mm rims that came on this hybrid (apparently Schwinn saw no problem using 38mm tires on these).

As people mentioned, you can go quite wide, but it depends on the type of riding. On the road, really wide tires and narrow rims can have that disconcerting squishy feel, particularly in corners. You might not notice this on dirt, or might not find it as disconcerting as I do.

Wide tires will fit easy. As others have mentioned, 19mm rims were common for mountain bikes. Your biggest problem is that if you have rim brakes adjusted for 19mm wide rims, getting a wide tire to clear brakes would be a problem. Unless you are running cantilever brakes.

The effects like this are only apparent as lower pressures are approached.
But another way of saying this is that wider rims allow for use of lower pressures in this regard.

The rather heavy Schwinn I posted above did not feel swishy during road rides or mtb rides. I always kept the pressure at 24psi with my 140# mass on board. Built on the cheap that bike, $40 at the thrift store, $30 worth of tires, tubes and grips, and with my old parts stash also kicking in on the build. At least the narrow rims are pretty strong!
