What performance 28c tires actually measure 28?

It looks like my Masi 3v will take 28s. I'm thinking about flogging the Ritchey Chicane in order to make room for an SSCX hooligan lockout bike. The Ritchey fit 30+, which was the reason I got it but if the Masi will take 28s the Ritchey is a bit redundant...and I need to make room.

+1. Mine are mounted on Archetypes and measure true to labeled size. Ride is great, no punctures or visible wear at about 1k miles.
