Difficult to search for this but I'm sure there's some discussion of folks trying to go this way. Because don't we all believe in miracles?
I started with a 650b gravel bike that was a purpose-built machine, then later decided to get a second set of 700c wheels just to see what the hubbub was about swapping wheel sizes on the same bike.
While I was at it I made the front a dyno hub since I occasionally do very long rides or ride with the local rando club. After a year on this bike I've decided to swap the fork to support a dyno hub and a rack for a bag, so it's time to dress it in fenders too.
Ideally I'd have a single set of fenders I can run both my 650bx48 tires and 700xwhatever (currently 38, but I expect to run the largest that will fit in the fenders without rubbing).
Is that even possible? I see SKS 50s recommended for either size - but haven't found anyone running both on the same bike (yet)
If it looks a bit funny with the 650s that's okay - as long as it doesn't rub or require adjustment.
