Welcome to the forum. There is a section with catalogs and a thread explaining serial numbers for each model of Serotta. The Colorado Ti was later renamed the Legend and shares the same serial number coding. Here is the link to the section of the forum.

If your frame has the original decals it will help pin down the year. 1993 had a "Colorado Legend Ti" top tube decal; 1994 had "Colorado Ti"; 1995-1996 had "Ti". I believe 1997 was the first year for head tube mounted cable stops, they were certainly standard in 1998. Although the 1998-9 catalogs refer to the bike as Legend Ti, the top tube decal remained "Ti" until the 2000 models.

From all the evidence, I'd be pretty confident that it's a 1994 model.

Welcome Jimmiz, glad you’re here. Without records from Serotta, there’s no definitive way to pin down an exact manufacture date. Oliver1850’s deduction is probably the best educated guess that can be made. He has become the de facto historian of this forum.
