How come most used wheels don’t come with skewers? Specifically, wheels with Shimano hubs. Those all come with a matching set, why is it unreasonable to expect them to go along with the wheels?

I'd guess I've purchased 40 pairs of used wheels and could count the ones that came with original skewers on one hand.

I've never sold a wheelset without them but with buyers expecting sellers to cover wheelset shipping and PayPal fees, selling the skewers separately can become a way to offset these costs. Just look at the price that Dura Ace and Campag skewers fetch on their own.
