PP has a limit on my account. i called and the rep. said there's a court order holding my $25 balance hostage. A company called ABF is behind this they reluctantly said

Has anyone experienced this?

Has to be a scam.

In order to do that PayPal would’ve had to been served a 3rd party garnishment by the sheriff.

In order to do that there would have to be a judgement awarded in the petitioners favor and they would’ve had to get a writ issued and brought the writ to the sheriff yada yada.

Long story short—you would’ve known about this because you would’ve had to been served at some point.

It appears to be a debt collection company. If you have any old unpaid debts they may have either been hired to collect them or they bought the old debt from someone else. Sometimes these debts change hands many times until a company with a business model that fits tries to collect. Some only go after big debt, some might go after anything.

Demand a copy of the order!

If you are certain you have no judgements or old debt hanging out, this may be a scam. In any event the companies have to follow both state and federal laws when trying to collect. Some of them do not follow the law and simply don’t care about right or wrong.

This could negatively impact your credit rating, which could lead to trouble with job applications, buying anything on credit and even renting a place to live. Once you have the order in hand, contact a local attorney who practices in this field. This is important, don’t shrug it off.

There’s been a rash of spam PayPal emails lately. It was apple a few month back. Just trends I’ve noticed since the Nigerian prince has been getting less play. While the thin attractive young female, who is finally ready to get to know you, and an inheritance/job offer you never knew about still hang tough!

As for paypal, IMO they should have at least try to contact you.

When you called....were you responding to a message from them (or who you thought was Paypal), or did you call them from their legitimate web site?

Good point..If I get anything unsolicited from a site I have an acct with(with username and password)..I don't answer that email, but log in to that place to see if the 'message' is legit..particularly ones where in the email it has a 'log in here' page. That's the way they 'phish' for your info.

I logged into PP but could not transfer money to my back. I had a warning notice from PP right on the screen stating there was a limit on my account

I have not received any notification from ABF, PP, police, IRS or any other agency about a problem on my end

That $25 could be a lot of things. I called a Doctor's office once to change an appointment. But somehow, old appointment wasn't cancelled after I made new one, and I got a charge for missing an appointment. Never got a bill or chance to straighten it out. Was a specialist, and never went to that Doctor again, so never interacted with their office. They sold their receivables, and a debt collector contacted me. Wound up on my credit report, and I did not know it. Was a mess to unwind.

Get your free copy of credit reports you are entitled to annually.
Any negative information and how to dispute will be shown.
You should do this every year.

I'm amazed that Paypal acts like a bank, but they still aren't regulated like one, years later.

my guess is some sort of scam. Reminds me I need to check my credit report.

I had trouble with a number of debt collection companies at a past job. The people that buy debt are almost by definition scammers. They would call my number over and over looking for someone that had never been at that number. Then they would sell the debt and the calls would come from some other company. I have heard that they are just looking for someone to pay the debt (if there really is one) just to stop the calls. I fooled them, I forwarded the calls to an unused number. This worked because I only made outgoing calls on that phone. Years later, someone complained to me about doing that. I think finally the security people got involved and the calls stopped

that's interesting, because the OP has somehow gotten mixed up with a company that does merchant cash advance, which is a big part of that scam. Probably best for the OP to de-link any bank accounts from paypal at this point.

Probably paypal will not allow that, I was him I would take all my money but 10 bucks from the checking account and savings account 1st, then close the paypal account.

Just because stuff like that you have to get sharp and never use your name in the email accounts. The bad thing with that is that P o S like facebook will ban you for not idetiying your self, remember 10 years ago created an account called jin fuk-yu, worked like for 3 months till facebook sent me an email to send them my id, if i cant protect myself, do I have to let them to protect me?... dont have facebook and honestly you guys are better w/o any of that social media p o S.

Coming back to the subject, OP start erasing yourself from the net. The other issue is that probably is not even the OP the one those suckers are coming after, they grab anybody with the name and letters than match somebody else and start harassing you by phone, and if you get a letter by mail, just send the letter back with an stop letter, by law you can do that and they will stop.

As for paypal, I dont hate them but they do the weirdest things sometimes. How they can just do that w/o even asking the owner of the account 1st?

Read the article... NY sucks man... as long there's money in the middle they will keep weird laws in place.

I would not underestimate a firm like Yellowstone. They do this day in day out and know all the angles.

It's like police using civil forfeiture. Starts out as one thing, gets abused as a cash cow someplace else.

This is worrisome.

When you were on the phone with PP did they at least state what the next steps and timetable would be, especially with the holiday weekend approaching?

If paypal, or anyone for that matter, is locking accounts because of someone's name alone, then nobody is safe. Especially if the company can weasel through to a real bank account. Paypal is so shoddy they probably wouldn't protect you from that.
