Any suggestions on the best saddle bag to hold: 2 700x25 tubes; two Co2 cartridges, 2 tire levers and one Co2 Cartridge head? I'm replacing the Silca Primo bag because it never laid flat, sagged and covered the blinking light on the seat post.

I am a real big fan of the Fogcity gear saddle bag.
I have two of them on two of my bikes. Both are made of the x-pac material which is a lot sharper looking than the 1000 condura material they show on their website.

A Topeak Wegde (size medium) would be able to carry all of that, but be careful of thigh clearance. Bigger bags tend to push that limit, and in my case I brush it every stroke. The Topeak does have a cloth 'loop' where you can hang a rear light which is a really nice feature.

I know it's designed for a spare tubular, but I use the Arundel Tubi to carry two spare tubes and tools etc. with a very slim profile. I got tired of wide bags rubbing.
i took a shot on the "speedsleev ranger". it took some work to get it set up exactly right (had to reroll the tubes to make a bit longer/thinner to fit), but it'll get the exact set of things you want in there. it makes for a really nice, compact package.
if i had any gripes with it, it'd be that i wish the straps were just a tiny bit longer. you really want to pull pretty tight and make sure the velcro overlaps enough. but once you get it dialed in, it's a pretty nice/unobtrusive bag.

I would normally say Roadrunner Drafter, but it has gotten big with the roll top feature. Pretty sure the ILE seat bag would make a good choice for that load out. Any of the bike “bag” makers have something like this if you want to look around Instagram is a good place.

I switched to this bag - Castelli Undersaddle XL (https://www.castelli-cycling.com/ii/men/accessories/race-bags/p/890010518P-010) - from my Arundel. it's low profile that it doesn't interfere with my seat post tail-light. Best part is the sleeve on the bottom of the bag to hold a mini-pump securely.

I use a cheapo Louis Garneau that fits 2 tubes, 2 16g CO2 cartridges and a Lezyne head, tire levers and a multitool. FYI, a pair of Conti Supersonics occupies about the same volume as a single standard weight (Race 28) tube. I could not fit two standard tubes in the bag I have.

I really like the look of that bag, but it bugs me that they put a zipper on the underside. Granted, it is a "water proof" zipper, but still. You ride a little gravel/dirt in the rain, and you're going to have so much grit right around that zipper, that over time will work into the teeth.
Better zipper placement would have been an improvement, IMO. Also, given gravity, packing that thing while the bike is upright seems to be a challenge.
Despite that, I still dig the overall look.

I really like the look of that Castelli bag. Am skeptical it will hold multitool, 2 tubes, and CO2/inflator. But I'd have to get my hands on it to try.

I have two bags, one on my gravel and one on my mountain bikes. I have not had an issue that you are predicting. The waterproof zipper is top notch.

I'm a fan of this bag too. I like the seatpost fastener, it's superior to velcro IMO, although I thought the older model with an O ring was better. I also like the way it velcros to the saddle rails, it makes it real easy to attach and release, handy when putting bike in a workstand. I think it will just barely provide the space for OP's list.

keep the second tube in your jersey pocket and get a small cool saddle bag from Krieg, chalk bags and saddle bags, nothing else will do.

+1. I like the low profile, and it easily holds what you require. And I use the mini Undersaddle for a my one-tube, two C02/one head, one lever weekly rides.

Can you post a picture? The Seat Roll Premio is often said to be too small (and it is only designed for 1 tube..) but sagging and covering your post light sounds like a different problem altogether.. even a poorly stuffed and rolled seat roll should be high and tight to the seat rails with enough tension in the boa?
Also, this is why we make the Grande Americano, room for everything you are trying to pack and should still be smaller than most any of these other options or the capsule, again, with a tight Boa it holds a lot without touching your post or dangling around.
