BB shell touched up

This is from a Tommasini frame I'm watching.
Seller said "the bottom bracket shell has been touched up extensively"
The rest of the frame looks pretty decent for its vintage.

I asked the seller what the condition of the BB was before touch up but haven't heard back.

Thoughts on this touch up and what it may have looked like before? Anything to be concerned about?

Looks like surface rust was treated/removed (hopefully) bedore being hand painted in a similar color. Not unusual.

Doesn’t look like a problem to me.

If you buy the frame I would remove his touch up and do it myself. This way I can know for sure all rust was removed.

Dude just a qtip or something to touch up the area... thats why looks all weird. Hard to use a spray gun with the bike is put together you know.
