Well they are on wheels that say NULL winds, so I guess they're trying to cancel out all that forward velocity!

It's pretty obvious they're meant to be fairings rather than fenders. And come to think of it, isn't that exactly why UCI bans fenders, because of a possible unfair aerodynamic advantage?

No, because most cycling governing bodies ban attachable fairings from competition. Ordinary fenders are in a bit of a grey area under some rulesets, but these things Null Winds things would be blatantly banned just about everywhere.

There are lots of rules governing what sorts of equipment you can use, well beyond really obvious stuff like "no motors." The really major stuff is the posture rules: without them, road racing would be dominated by recumbents.

I can't find the web page for them, but they look like clip-on spoke blades that were introduced a year or two ago. In addition to giving round spokes an aero tear drop shape, the clip-on blades are supposed to automatically rotate on the spoke in response to cross winds, so that they are also orientated to be the most aero regardless of wind direction. These never found wide acceptance (as I suspect the aero fenders won't, either).
