Huge fan of DeathRowVelo -- website hasn't been updated in a while, but they do no minimums and have a bunch of different quality lines, so if you're not looking to spend a fortune you don't have to. Cheapest Jersey's are $54, Bibs @ $80. I'm actually a fan of the cheap jersey's but I go up to the "champion" level bibs at $136 with Miti Shield fabric and an Elastic Interface road performance chamois. (I happen to have the pricelist open at the moment, lol)

Talk to John at RBICI.

He did my Cuero kits and has done a bunch of others. He sells his own line but he will assist with design and handle all the ordering, etc. All the stuff he makes is from Code Sports. Top quality and low minimums, like 3-4 pieces, or something ridiculous.

Hard to make a suggestion without knowing what you consider to be value-
1.) Is it cost?
2.) Is it quality?
3.) Is it the intersection of the two?

Other important things to know-
1.) How many pieces
2.) How quickly you need it
3.) Do you want the vendor to facilitate distribution of the kit to those who will receive it
4.) What kind of clothing do you normally wear?

Cheap clothing is usually not high quality
High quality clothing is usually not cheap

I have a custom kit from a wine club I belong to (I know, I am an idiot) and it is really nice stuff, and not outrageously expensive.

Like Pactimo fabrics. Ocassionally they run very low minimum pieces and graphic design deals.
