I have a cross frame with 28 mm tires and canti (squeaky) brakes. I plan to poach those tires for another project and put 33-35 tires on the cross frame. To what extent will I have to adjust or recable those slightly finicky brakes to work with wider rubber?

Are you changing the rim?

Negative on rim change. Just look to change tires.

Assuming the pads don't get hung up on the fork blades or stays, preventing them from opening wide enough to clear the tires, there's no reason you should have to do anything. A virtue of cantilever brakes over other designs is that they open wide when you unhook the straddle cable (the usual quick release method) and the straddle cable is the only part of the brake that actually goes around or over the tire. But long pads interfering with seat stays or fork blades, preventing the pads from fully opening, isn't unheard of.
