It looks legit to me. Walter had/has one. (EDIT: he just posted it above.)
They were a fairly short-lived LA-based (Wolfgang Puck/Spago) team.
Bottecchia- and Rossin-branded frames; Columbus tubing.

while a-typical for others, that sticker location is normal for bottecchia. i have another red/white TSX bottecchia with similar tubing sticker location:

havent built it up to ride it yet. my prior versions are SL/SP mixes, so i'm thinking comparable. if anything TSX should ride more lively. i wouldnt expect it to be any stiffer.

I raced that same red/white Bottecchia (but with SPX tubing) for a few seasons. I remember getting it from Stuyvesant bike shop on 14th St in NYC. My teammate got the purple and yellow ADR Bottecchia replica from the same shop. IIRC they were a big Bottecchia importer / distributor
Would love to find another one -- Brings back good memories :)

I had a Scapin SPX. Nice enough, but man that thing was a monster. Really heavy, almost ponderous stuff...and I'm no lightweight guy. The frame was a 60, so there were a lot of kilos to move around.

That brings back some memories "Oliver Starr"! I worked at I Martin Imports in '89-'90 we built up those bikes for the team. Had some interesting conversations with Pro's back then. And an awesome Team dinner at Spago in Vegas at the Interbike show.

I love these Bottechias--especially the fancier one with the extra chrome.
A few years ago when I was wasting more time searching nationally on Craigslist, I turned up a bunch--the ADR replica TSX version, the one with less chrome--kept finding them and thinking about buying. There seemed to be a lot of them out there.
Lately I have not see any--my secret fear is that the fixie crowd got a hold of them.
Edit to add: Here's one that is likely early '70s (at least it looks very much like the one that I passed up while I was still racing--(up for two months so probably gone):

Ha. Yes, I liked it, certainly more than the Cannondale that I switched from, which IIRC had steeper geometry and was a bit harsh, both of which I felt on long(er) distances. Mine was a 62cm so probably even a bit heavier than your little 60cm Scapin ;)

Bottechia must think they are French....
