I think I would include something about measuring before cutting the fork steerer tube...

eh, not clamp the frame on the seat tube to start with.

I'd toss 'em. Some of it's fine, and there are some good--potentially useful--pictures there, but there's just so much detail missing (and I'm not just talking about the fact that there's nothing about, e.g., installing cogs, and then a wheel--much less building wheels) that I'm not sure this set of instructions would be helpful to a newbie trying to build a bike for the first time--maybe more of an invitation to foul things up.
