Please Help Me Identify This Race!

I'm not sure if it was a stage or a classic race, but it goes something like this...

Renson/Omega Pharma/QS (I think) rider breaks away, reaches downtown barricades and crashes while cornering. Remounts>foot slips off pedal>dismounts>fixes pedal rather calmly>remounts. From there, with the field quickly approaching, claimed victory in one of the most hair raising finishes I can think of, Phil Liggett appropriately screaming his head off.

Tour of Turkey for two or three years ago. It was Iljo Keisse and the announcer was Carlton Kirby.
