My 700x28 tire is a little too big for front and doesn't quite clear the fork. Back is fine. Would prefer to just buy one tire and replace the front with a 700x25 if that fits. Any issues with this setup, 25 front 28 rear?

I usually run a slightly larger tire on the rear so I can get a bit more comfort. Technically, you might be 1-2mm higher in the rear, changing angles very slightly....no chance you will notice any difference in real life. Especially if you take advantage of the larger rear to run equal pressure front and back, so the back will "sag" a touch more.

Ever see a motorcycle with the same width tires front and back? Makes me wonder why bicycles stick with it. Lower speeds maybe.

Had a puncture on rear of Moots...27mm tubular(Vittoria Pave)....didn’t have another 27mm so put a 25mm on dere...no problem, no issue even with ‘mullet’ set up....so you’ll be fine.
