Don't think so, at least it is not like the one I have. On my rack the top mount is a stud that goes through the brake hole.

It is indeed a rack from the second gen Salsa Casseroll. I have one on my dining room table that I've been intending to list for about six months now. It's effectively new, if anyone's interested.
