Been watching this frame on eBay--and am a little leery because of this rust area. (Unfortunately no inside the BB shot--I've asked the seller for another pic.

How bad does this look?

Looks really bad to me.
Notice the paint chip with the rust as well. This makes me think everything between the breakaway and paint chip could be rusted.

Why throw away 10 perfectly good dollars?

That looks like a complete disaster at any price.

Not to mention this less-than-accurate "description" of the condition by the seller:

"This frame is in good shape but it needs paint. There are some rust areas that are OK right now but need to be addressed to prevent them from becoming a problem. A quick powder coat job can address that for roughly $120 or so which includes the sand blasting."

The breakaway clamp itself is rusted.

That's good for tetanus, and that's about it.

I agree, not worth throwing even $10 away. Life's too short. Plus trying to sell that thing, completely glossing over the condition and having some suspect feedback, stay away.

Who would even sell that thing and feel comfortable doing so? I wouldn't even give that away.
