I have two Campagnolo Chorus Rear hubs that included this clip.
What is this clip for and how do I install or is it installed
this clip is new to me

Correct, to hold the loose pawls and springs in while installing FH/axle assembly back into hub shell. 8s and early 9s hubs only, steel/Ti axles.

Indeed, but in practice a string or dental floss works better.

I have the plastic cone shaped tool, but I don't see why this wouldn't be better than the plastic tool or the floss method.

I have always just held the pawls in place with my fingers while rotating the freehub. It's not 100% effective. Sometimes a rogue pawl will escape but you can always tell when it happens and start over.
