as the master is considered the highest end colnago, what's the highest end de rosa? the primato?

Highest end Colnago is the C60.

Highest end De Rosa is the Protos, or Titanio Solo.

I don't think De Rosa even offer the Primato any more.

Apart from what is offered on their website in current models, I would say a Professional or a Primato.

That is a Neo Primato, very nice, but not a Primato.

I used to work for the German distributor of De Rosa back in the 80's and 90's. When I first started working with the De Rosa family, there was no real hierarchy of models. You had road and you had track frames. There was no real sub-categories or "models". A De Rosa was a De Rosa and that was all that was needed. The first differentiation in hierarchical "models" came in the second part of the 80's, but it referred more to a greater degree of specialization and not necessary hierarchy.

It wasn't really until the 90's that they really began to heavily market different levels of bikes and by then steel was already out of favor, so I don't think you can say that there ever was a top of the line steel frame. As a rule, the various steel models simply changed as new materials came available. So you had the Primato which was then followed by the Neo Primato and so on...

When De Rosa first came out with the "Primato", in Germany we received all frames without the "Primato" decals because we were seriously worried that potential customers would associate the name with apes (when calling around to our dealers before the launch, we had a few who immediately asked which chimpanzee had chosen the name)

@thwart had a Neo. I have two Primato's. I have never ridden a Neo Primato.
I also have two Professionals. A 25 into the rear requires tire deflation, on both the Professional and the Primato. They have horizontal drop outs. Once in, no problem. I have not tried larger than 25.

@thwart may be able to weigh in on the Neo.

A De Rosa of that era (mid 80's to mid 90's) is a De Rosa. There is not a lesser model, as @polyglot said. He is one of the more knowledgeable folks on De Rosa's and Cinelli's of that era.

I really dig the color.I have an ELOS Giro d'Italia with vertical dropouts and Diamante stays and a 25 will fit. It looks like it's too tight between the stays for a 28 though I haven't tried since the brakes I'm using just clear the 25 enough to be comfortable.
